CICAR and Autoreisen are the reference Canarian agencies: full insurance with zero excess included, no deposit blocked (CICAR asks only a fuel deposit refunded at return), offices in TFS and TFN airports. Excellent ratings on Trustpilot and DiscoverCars. The safest named option if you want no hold at all.
Do you actually need a car in Tenerife?
Essential. Tenerife is large and mountainous (the Teide, the villages, scattered beaches), and public transport is limited outside the resorts. Without a car you only see a fraction of the island.
When NOT to rent here
If you stay in a resort (Costa Adeje, Los Cristianos) with no day trips planned: shuttles and taxis cover the basics locally. Rent for the Teide, the green north and the villages, not to stay on the promenade.

The fuel trap
Aim for full-to-full. The common Canary trap is full-to-empty: you prepay an inflated tank and return the car empty, so you pay for fuel you did not use. With locals like CICAR it is return at the starting level.

Good news in the Canaries: genuine no-deposit local agencies exist. CICAR and Autoreisen include full insurance with zero excess and block no hold (verified on their official terms). That is the opposite of the low-cost firms that often freeze 800 to 1,100 € plus a fuel deposit.
The dominant scam is the low-cost headline price: hundreds of euros billed at the counter, insurance sold under pressure, and fake damage charged after a rushed return with no signed report. The fix: pick a local with the excess included, and film the car at pickup and return.
