If you want a named agency, Locauto is well-rated at Bari on DiscoverCars (around 9/10), at an in-terminal desk and known for a low deposit and fast check-in. Sicily by Car (8 to 9/10) is another decent option. Buy the excess waiver online, pay by credit card, and avoid the off-site depots.
Do you actually need a car in Puglia?
Essential. Puglia (the trulli of Alberobello, Salento, Gargano, coastal villages) is very spread out and poorly served by transport: without a car, most of the region stays out of reach. Watch the ZTL (limited-traffic zones) in the historic centres.
When NOT to rent here
Few cases: if you stay within Bari or Lecce (pedestrian centres, ZTL). But as soon as you aim for Alberobello, Salento, the Gargano or the coastal villages, a car is necessary.
Where you pick up the car

The fuel trap
Dominant policy: full-to-full. Reported abuses: 30 € billed for a “tank not full” when the car had driven 15 km after refuelling. Photograph the gauge at pickup and return, and keep the last station's receipt.

What my analysis reveals
I have not yet rented a car in Puglia myself: this page is an analysis, not a field report. It cross-checks TripAdvisor threads (mostly 2025), Auto Europe and QEEQ reviews and the platform pages.
The dominant scam is the fake scratch or micro-damage billed at return, especially at off-site agencies away from the airport, UV lamp in hand. Documented cases range from 590 € to 1,155 € (dust wiped to fake scratches on the photos). Coupled with counter insurance pressure, especially if you pay by debit card, one review cites a 500 € deposit plus a 516 € “mandatory” waiver, so 1,016 € blocked.
The fix: book an in-terminal desk (Locauto, Sicily by Car are reported with low deposits) or Localrent's “No Deposit” filter, pay by credit card not debit, and film the bodywork up close at pickup and return. Note: DiscoverCars' “Full Coverage” reimburses but does not remove the hold blocked at the counter.
